While Obama finished that line, the camera panned to the Supreme Court justices who were sitting in the front row of the chamber. Alito cringed, pursed his lips, shook his head from side to side in apparent disagreement and mouthed words that sure looked a lot like "definitely not true." He kept shaking his head from side to side and made a somewhat sour face while many around him stood and applauded.

It looks like he is shaking his head, no.

Did someone instruct the justices not to stand?

I've never seen the supreme justices at a state of the union address, is this common?

OMG, obama is an ass.   40 seconds was more than I could handle.
