As rain beat down on the tarpaulin homes of thousands of Haitians on Wednesday, delegates to a Manhattan donor conference pledged US$9.9 billion (Dh36.4bn) to rebuild homes, schools and official buildings in the nation.
The total sum comprises some $5.3bn over the next 18 months, topping the $3.8bn Haitian officials requested from the international community to repair the seismic devastation wrought on their Caribbean nation on January 12.
Commentators dubbed the philanthropic parley the “Bill and Hillary conference”, with the podium dominated by the A-list couple of politics: the US secretary of state, Hillary Clinton, and her husband, the UN special envoy to Haiti and former president, Bill Clinton.
Mrs Clinton unveiled a US pledge of $1.15bn over two years at the start of the day-long meeting, calling for reconstruction in Haiti – where she and Mr Clinton honeymooned – to be “inclusive, accountable, transparent, co-ordinated and results-orientated”.
Haiti’s president, René Préval, thanked the 48 donor nations and institutions for a “heartfelt effort” before urging his countrymen to use the cash wisely, saying: “The international community has done its part, the Haitian people must now do their part.”
As delegates in New York debated Haiti’s long-term development, aid was still being delivered to the hundreds of thousands of people living in Haiti’s makeshift tent cities, who are at risk of disease, floods and landslides as rains pick up.
Aid workers complain that the UN and Haitian officials have taken too long moving the homeless into semi-permanent camps with sanitation, and warn of violence, rape and sexual assaults in the absence of adequate lighting and police patrols.
