The Senate then voted 70-28 to pass the underlying jobs bill, which now goes to the House of Representatives.
Updated at 11:35 a.m. ET. The official roll call shows several senators mixed it up on the vote to waive the budget rules. Six Republicans -- Susan Collins and Olympia Snowe of Maine, Scott Brown of Massachusetts, George Voinovich of Ohio, Kit Bond of Missouri and Jim Inhofe of Oklahoma, all voted with a majoriy of Democrats. Sen. Ben Nelson, D-Neb., voted with Republicans.
