This is a brief article, so here's the whole thing:

http://www.cbc.ca/canada/story/2010/03/31/clinton-arctic.html?ref=rss

Inuit groups are declaring victory and Arctic experts are warning that Canada's approach to the North will have to change after remarks by U.S. Secretary of State Hillary Clinton.

At a meeting of the five Arctic coastal states in Ottawa on Monday, Clinton said she regretted that aboriginal groups and three other northern nations hadn't been invited.

Clinton's remarks are being seen as a boost to the Arctic Council, an eight-nation group that includes aboriginal participation.

Duane Smith of the Inuit Circumpolar Council said he was relieved that one of the participants in the meeting agreed that aboriginal people should be involved in any discussions that affect their homeland.

And Arctic experts in both Canada and the U.S. agree that Clinton's remarks mean further attempts to restrict talks on the North to the countries with Arctic coastlines are probably dead.

Canada has a long history of ignoring the Native tribes and have a horrible history in their treatment of these groups.  I am glad to see Secretary Clinton taking this issue on
